One rider rule: Dubai RTA issues fresh e-scooter safety warning as network expands
More residential links planned for bikes and micromobility users
DUBAI – Dubai’s Roads and Transport Authority has renewed a public safety reminder for e-scooter riders as it works to link more residential areas with key city destinations.
The authority outlined regulations to The National, stressing that the rules are designed to reduce accidents and protect both riders and pedestrians.
Officials said co-operation from the public remains central as micromobility use grows across communities.
What are the rules?
The RTA reiterated that e-scooters are strictly for one rider only and must be used on designated tracks. Helmets and appropriate safety gear are mandatory, and carrying a passenger is prohibited. Riders are also required to dismount at pedestrian crossings and remain alert in shared areas.
Authorities have called on residents to report unsafe use, including two people riding one scooter, to Dubai Police. Doctors have reported attending to more than 10 e-scooter accident cases a month, with speeding cited as a concern.
Where are e-scooters allowed?
E-scooters are permitted in residential neighbourhoods where safe street measures are in place. These include reduced vehicle speed limits of 30kph, warning signs and red surface markings at community access points. Outside these zones, bicycles and e-scooters are not permitted.
Shared spaces for vehicles, bicycles and e-scooters are clearly marked, with all road users urged to remain cautious as such areas expand.
Fines and penalties
Under Executive Council Resolution No 13 of 2022, Dubai Police are responsible for monitoring and penalties. A Dh300 fine applies for riding e-scooters on roads with speed limits above 60kph. Riders must be at least 16 years old. In some communities such as Town Square, fines can reach Dh1,050 for rule breaches.
General requirements include front and rear lights, reflective jackets and a maximum scooter speed of 20kph, as infrastructure upgrades continue to support safer micromobility across Dubai.
